It depends upon what surround sound mode you are in.

Surround sound is supposed to have a lag, to give you an echo effect.

Depending upon the model receiver, you can change the lag, in the set up mode of the receiver, this is to accommodate different size rooms.

Tell me what receiver and I will tell you how to set it to the lowest setting.

As others have indicated turning off tv sound or muting tv is easiest of solutions, however, many receivers have the capability to generate a test tone or white noise(static that you hear moving around your system). Within this same feature normally resides the capacity to adjust delay in milliseconds (MS) to your 5 or more surround channels. spend some time to adjust these levels and you may find the answer.

I would upgrade the home theater, for one with HDMI input. The Red and White RCA inputs are only two channel stereo so you aren't getting much home theater out of it at this point. You can also check and see if there is a digital coax or optical output from the cable box, then plug that into the home theater box. If you include the stereo and cable box model #s, we might be able to provide a better solution.

This is pretty typical. The best thing to do is turn off the TV sound and just enjoy the sound from your surround system.
